Federal Projects: Lead T-Caps Are Already in the Spec

If you are bidding on a federal courthouse, historic post office, or landmark restoration and plan to use Lead T-Caps on the masonry joints, you do not need a substitution request or a variance. The product is already authorized, whether the building is a GSA-managed courthouse or a USPS-owned historic postal facility from the 1910s.

GSA Technical Procedure 07656-01, which covers installing lead stone flashing to protect masonry joints, and CSI Section 07 65 13: Lead Sheet and Lead Flashing both clearly specify lead extrusion caps as the solution for protecting masonry joints on federal and historic structures.

When contractors ask us about federal jobs, we always say: Do not treat T-Caps as a substitute. They are not. They are what the specification requires.

Understanding What the Specification Actually Requires

GSA Technical Procedure 07656 01 addresses the installation of lead stone flashing to protect masonry joints. This is not a general guideline for flashing. It is based on the material performance of lead, particularly its ability to accommodate movement caused by temperature changes and building settlement.

Lead behaves differently from most modern materials. It moves without cracking, stays in contact with the surface, and maintains its seal over time rather than breaking down.

This same performance principle is what makes Lead T Caps effective.

When installed over a compatible sealant, the cap protects the joint from UV exposure and environmental wear. In many areas, joints with only sealant need replacement within five to fifteen years. A properly installed Lead T Cap can significantly extend that lifespan, often to thirty or even fifty years.

CSI Section 07 65 13 sets the main framework for commercial and institutional construction. If your project is under CSI Division 04 for historic masonry restoration, Lead T Caps are included in that scope. These are not secondary references. They are the main sections used by architects, engineers, and preservation authorities.

USPS Historic Facilities Follow the Same Framework

The Section 106 and NHPA compliance framework used for GSA historic properties also applies to USPS-owned facilities. USPS follows a Nationwide Programmatic Agreement with the same historic preservation requirements. This means that masonry restoration on a 1920s post office in your area goes through the same SHPO review process as any other federal historic building.

USPS owns thousands of historic post offices across the country, many built between 1890 and 1940. Much of this building stock is now entering its second or third restoration cycle. Masonry joint failure is a main maintenance concern on these facades. Contractors working on USPS Facilities contracts or bidding on postal facility repairs face the same specifications: CSI Division 04 masonry restoration scope, SHPO-compliant material specifications, and documentation for historic preservation review.

The standard profiles most often specified for historic federal buildings include the 1″ x 11/16″ (1.00″ x .687″) Type A or Type B, which matches the most common historic masonry joint size. We also stock 1/2″ x 7/16″, 11/16″ x 1/2″, 1-1/2″ x 13/16″, and 2″ x 15/16″ in both Type A (flat cap for copings, lintels, and belt courses) and Type B (90-degree inside corner for transitions and returns). All profiles are sold on 25-lb spools.
